3. Project title: AF-Kabul: DCI — production of 2 consecutive rounds of the national risk and vulnerability assessment, and provision of technical support to the Central Statistics Organisation
 

The project will cover the core activities required to carry out and disseminate two consecutive rounds of NRVA, building on the organisational and programmatic achievements accomplished by the current round of NRVA 2011-2012

The Consultant is expected to provide the technical and managerial assistance to ensure that all core activities related to the implementation of the two consecutive rounds of NRVA are performed up to standards. These include, but are not limited to:

1)        Implementation of two rounds of the survey;

2)        Data processing, cleaning and validation;

3)        Construction and analysis of key indicators;

4)        Editing of quarterly notes and full NRVA report;

5)        Coordination with all stakeholders, line ministries and relevant donors;

6)        Support CSO in mapping the organisational chart that will allow the institution to carry out survey activities

7)        Design a performance based remuneration system  

8)        Ensure up to standard human resources practices (setting of objectives, evaluation) are consistently mainstreamed throughout the program 

9)        Full technical and administrative support to the involved units within CSO;

10)    Training and building capacities of CSO staff involved in the programme

11)    Perform full monitoring & evaluation of the different stages of the project and regular reporting;

12)    Assisting CSO in defining an appropriate dissemination strategy

 

The contractor will be responsible for the following deliverables:

13)    NRVA 2012/13 and 2013/14 micro data in a suitable electronic format, fully preserving the confidentiality of respondents within 3 months of the end of the last quarter collection;

14)    Quarterly key basic indicators releases within 3 months from the end of each quarter¢s data collection;  

15)    Two final NRVA reports, each within 6 months of the last quarter collection;

16)    Assuring the availability of the quarterly indicators, the report and appropriate cross-tabulation of data on- line

17)    NRVA methodology report

18)    Lessons learnt report within 3 months of end of each annual survey.

Qualifications and Skills

  • Post-graduate university degree in economics, statistics, sociology or equivalent discipline with a strong quantitative profile.
  • Proven ability to build capacity in statistical areas, both at institutional and at individual levels
  • Knowledge of best practices in monitoring development strategies
  • Excellent communication skills both in written and spoken English
  • Knowledge of international statistical standards
  • Excellent statistical analytical skills
  • Excellent technical writing and reporting skills

 

General professional experience

  • At least 8 years professional experience in a field directly related to the ToR
  • Thorough understanding and experience in running nationwide household surveys and in overseeing the related core activities ranging from sampling methodologies, data collection, data processing and data analysis
  • Experience in designing, conducting multi purpose household surveys and supervising field work
  • Experience in sampling methodologies and weighting procedures
  • Experience in training enumerators
  • Experience in building and analysing poverty indicators
  • Experience in using statistical packages
  • Experience in data analysis and reporting

 

Specific professional experience

  • At least 5 years of leadership roles in similar projects, preferably in developing countries or fragile states
  • Proven record of efficient and effective management of large statistical survey projects involving the performance of a wide range of sequenced activities and the coordination of large group of co-workers
  • Experience with implementation of international statistical standards in fragile statistical structures
  • Experience in conducting statistical surveys (preferably in post-conflict and fragile states and/or in traditional/tribal/Muslim societies)
  • Experience in working with teams of different cultural and personal background, preferably in Afghanistan or other fragile states

  • Knowledge of international statistical standards
  • Excellent communication skills both in written and spoken English

  • At least 8 years professional experience in a field directly related to the ToR
  • Extended experience in drafting statistical reports covering development issues with a clear policy focus
  • Experience in building and analysing poverty indicators
  • Experience in using statistical packages
  • Experience in data analysis and reporting

 

Specific professional experience

  • Experience in building analytic capacities
  • Experience with implementation of international statistical standards in fragile statistical structures
  • Knowledge of the afghan Socio-Economic environment
  • Experience in working with teams of different cultural and personal background, preferably in Afghanistan or other fragile states
