Project Description
The project¢s purpose is to strengthen the internal capacities of the Paying Agency for Agriculture, Fisheries and Rural Development (PAAFRD) and achieve its readiness for smooth transition and uninterrupted functioning in implementation of support schemes in agriculture, fisheries and rural development fully in compliance with EU rules and regulations in the post-2013 period in order to ensure controllability of measures, increase the effectiveness and efficiency with necessary adaptations of new tools of the CAP and CFP.
This project shall assist the adjustment of the accredited part of the Paying Agency for implementation of the EAGF schemes envisaged for the post-2013 period and assist at the same time the preparation for accreditation of the Agency for EAFRD implementation.
Key expert 3: Finance
The Key expert 3 shall act as strategic advisor for planning, coordination and management of software development related to payment system. He/she will be engaged for the period of minimum 120 working days. A minimum of 95% of working days must be spent in Croatia actively working with the project stakeholders.
Qualifications and skills

A level of education which corresponds to completed university studies of at least three years attested by a diploma or equivalent professional experience of 15 years in sector of finance, economics or management

Working knowledge of English
General professional experience

10 years of working experience in the sector of finance, economics or management

5 years of working experience within or with Member State Administration or Candidate Country Administration
Specific professional experience
-
5 years of professional experience in establishing of processes for accounting, payment and reporting of the Paying Agency and financial management

5 years of working experience in implementation of software for finance
General professional experience Advantages

Working experience in preparation and implementation of at least 5 trainings
Specific professional experience Advantages

Experience on at least one project related to establishment of Paying Agency (IACS, RD, fisheries, IT support)
