Key expert 1: Team Leader (440 working days)
The Team Leader will be located in Ankara and work closely with the CASGEM staff. The Team Leader will be responsible for overall project coordination and quality control of project implementation. S/he will work with the other key-experts and non-key experts, bringing together international and national expertise with specific sector expertise and knowledge of the situation in Turkey.
Job Description:
Team Leader will:
-
Ensure the overall management of the project and liaise with the Beneficiary and the Contracting Authority,
-
Manage the experts of the Technical Assistant Team and ensure the TAT complies with all the procedural and contractual obligations of this contract,
-
Ensure the timely delivering of the project outputs,
-
Establish the work plans and scheduling of the different project components,
-
Ensure the overall monitoring of the project and the required quality of the deliveries,
-
Elaborate the required progress reports and define measurable indicators for the subsequent programme monitoring and evaluation,
-
Participate in the project monitoring meetings and in other meetings organised for the monitoring or the promotion of the project when required,
-
Be available for the whole period of the contract and will reside in the city during the project,
Qualifications and skills:
-
University degree in social, political or administrative sciences (In the absence of the required degree, the expert will have at least I 5 years of professional experience).

Post-graduate (Master's and/or PhD) degrees on one of the above mentioned fields will be an asset.

Good command of written and spoken English.
General professional experience:
-
At least I 0 years of professional working experience.

Experience in at least one project with a minimum duration of 1 year, as team leader and/or project manager and/or other managerial positions (in the consultant side).
Specific professional experience:
-
At least 5 years of experience in the field of social policy or labour relations or working life area.

Experience in designing, implementation and evaluation of trainings in the field of employment or labour relations or social policy.

Experience on Turkish labour market will be an asset.
Key expert 2: Training Expert (400 working days)
Job Description:
Under the supervision of the Team Leader, Training Expert will:
-
Deliver trainings on "Trainings Design and Development", "Training Delivery", "Training/Evaluation",
-
Conduct training needs analysis to identify the training needs of the potential customers and establish and manage working groups on designing training modules,
-
Develop and implement the pilot application of "Training Evaluation Forms", Organized all trainings.
Qualifications and skills:

University degree in social, political or administrative sciences (ln the absence of the required degree, the expert will have at least 15 years of professional experience).

Post-graduate (Master 's and/or PhD) degrees on one of the above mentioned fields will be an asset.

Good command of written and spoken English.

Turkish knowledge will be an asset.
General professional experience:

At least I0 years of professional working experience.

Experience as an expert in a project with a minimum duration of 6 months, in the field of social policy or labour relations.
Specific professional experience:

At least 5 years of training experience including designing, implementation of training modules and evaluation of trainings in the field of employment or labour relations or social policy.

Have conducted at least one Training Need Analysis.
Key expert 3: Marketing and Visibility Expert (300 working days)
Job Description:

Under the supervision of the Team Leader, Marketing and Visibility Expert will: Design a Marketing Strategy for CASGEM,
-
Assist to production and printing of visibility materials (Brochure, Bulletin etc.), Assist designing and maintaining a user-oriented website,

Implement visibility campaigns,
-
Manage opening and closing Conferences.

Assist to conduct a pilot research and its publication
Qualifications and skills:
-
University degree in communications, journalism or public relations (In the absence of the required degree, the expert will have at least 15 years of professional experience),

Post-graduate (Master's and/or PhD) degrees on one of the above mentioned fields will be an asset.

Good command of written and spoken English.
General professional experience:
-
At least I 0 years of professional working experience.

Experience as an expert in at least two projects in the field of communication.
Specific professional experience:

At least 5 years of experience in the development/production of communication and advocacy instruments and materials for awareness-raising campaigns, including briefing materials, press releases, documentary films, or the preparation of the content of web sites and bulletin.

Experience on developing or implementing marketing strategy ;
All experts must be independent and free from conflicts of interest in the responsibilities they take on.
